Cotality data shows a sharp decline in purchases by large and mega investors as new federal restrictions take effect

One of the hot-button issues in the 21st Century ROAD to Housing Act was a cap on single-family property acquisitions by entities that own 350 or more homes.
The legislation was enacted into law on July 11, but investor behavior had already shifted, with new data from Cotality showing just how significant the decline in investor purchases has been.
Looking at overall purchase volume in the second quarter, the real estate analytics firm reported Thursday that investors made 40,000 fewer purchases than they did during the second quarter of 2025.
