Just under 40,000 homes across the U.S. carried some kind of foreclosure filing during the month of July, real estate analytics firm Attom said Thursday.

That pushed foreclosure activity up 1% from June and 10% higher than a year ago, which is “relatively low” compared to historical standards but a sign of increasing strain on some homeowners.

“While annual increases have become more common, current volumes indicate that the market remains relatively resilient overall,” commented Attom CEO Rob Barber.

Approximately 1 in every 3,603 housing units had a default notice or scheduled auction or was the casualty of a bank repossession last month, Attom reported. Elevated foreclosure activity was observed in Nevada, South Carolina, Florida, Delaware and Texas.

In Nevada, for example, about 1 in every 1,703 housing units had a foreclosure filing, more than double the national rate, compared to 1 in every 2,085 units in South Carolina.

Attom previously reported that, through the first half of the year, foreclosure activity was 21% higher than the first half of 2025 and 28% higher than the first half of 2024.

Foreclosure starts of 26,648 increased 2% from June and were 10% higher than a year ago. Texas, Florida, California, Illinois and Georgia led the country in July starts.

Among metro areas with populations of at least 200,000 and a minimum of 20 foreclosure starts last month, Tulsa, Okla., posted the largest annual decline, with 138 starts in July 2025 but only 41 last month. Spokane, Wash., saw foreclosure starts decrease from 43 to 20 over the year.

Completed foreclosures were notably higher than a year ago in July, rising 23% to 4,764, which was roughly unchanged from June levels. Texas led the U.S. in lender repossessions, otherwise called real estate owned (REO) transactions, with 1,265.

California followed with 616 REOs, trailed by North Carolina with 299 and Maryland with 272.

Among metro areas with populations above 200,000, Texas claimed three out of the top five cities with the most REOs in July. Houston recorded 405, Dallas had 223 and San Antonio notched 128. Rounding out the top five were Baltimore with 164 and Washington, D.C., with 131.
